I am a victim of a terrorist attack in Belgium but I live abroad

You have been the victim of an act of terrorism in Belgium but you live abroad. You do have a lot of questions regarding your compensation. We can help you. In accordance with our legislation, you can contact us by email or phone in French, Dutch, German and English.

You can also contact your national and local victim support unit to contact us on your behalf. 

How to apply?

Victims must lodge a claim for financial aid at our Commission. Victims (and/or their beneficiaries) must submit the application form and some supporting documents. Applications can be submitted by email or by post mail. All documents (including the application form) must be submitted by emails in PDF Format only.

Victims may need to provide us copies of the following documents when submitting a form (supporting documents needed may vary from one victim category to another) :

• medical and specialist reports describing how the incident has affected you (which includes stable/permanent injuries and impairment percentage);
• a copy of your identity card and/or passport;
• a copy of your police interview and/or a detailed description of the incident (e.g. your precise whereabouts at the time of the terrorist attack); 
• funeral costs and any reimbursements received in the event of death; 
• a copy of insurance policies and details of the settlement or official documents rejecting the claim, if you have them; 
• evidence to show loss of income;
• a copy of paperwork to show medical costs, material expenses, travel costs, court costs and lawyer's fees which you have incurred. 

What if you don’t have all the supporting documents yet?

You may submit your application and then send the required documents as soon as possible.

It is in your interest to report the crime to the police. Victims of terrorism do not need to lodge a civil action claim or await the result of the legal / criminal proceedings (we may financially help the victims even if the legal proceedings have not been concluded). But do keep in mind that our ‘financial aid’ scheme is intended to be one of last resort. So victims must first seek compensation through the insurance companies.

U bent slachtoffer van een terroristische aanslag in België maar woont in het buitenland

Voor alle vragen over uw geleden schade kunt u ons contacteren via e-mail of telefoon in het Nederlands, Frans, Duits en Engels. U kunt ook vragen aan uw bevoegde (nationale) instantie of uw plaatselijke dienst voor slachtofferhulp om voor u contact met ons op te nemen.

Hoe dient u een aanvraag in?

Slachtoffers (en/of hun rechthebbenden) vullen het aanvraagformulier in en bezorgen ons hun aanvraag en de bewijsstukken per post of via e-mail (enkel in PDF-formaat).

Welke bewijsstukken voegt u bij uw aanvraag?

De documenten kunnen per slachtoffercategorie verschillen.

• Medische verslagen en deskundigenverslagen waarin de gevolgen van de feiten worden omschreven (ook de blijvende gevolgen).
• Een kopie van uw identiteitskaart en/of van uw paspoort.
• Een kopie van uw politieverhoor en/of gedetailleerd feitenrelaas (bv. waar u zich precies bevond op het moment van de terreurdaad).
• Bewijzen van medische kosten, met al verkregen terugbetalingen.Bewijzen van begrafeniskosten, met al ontvangen terugbetalingen in geval van overlijden.
• Een omschrijving van uw gezinssamenstelling.
• Kopieën van uw verzekeringscontracten en gedetailleerde informatie over de tegemoetkoming van de verzekeringen of eventueel officiële documenten die de weigering van tegemoetkoming verantwoorden.
• Bewijzen van uw inkomensverlies.
• Een kopie van de bewijzen van materiële kosten, procedure- en advocatenkosten die voor uw rekenig blijven.

Wat als u nog niet over alle bewijsstukken beschikt?

U kunt uw verzoek indienen en ons de nodigde documenten zo snel als mogelijk opsturen.

Het is in uw belang om aangifte te doen bij de politie. Slachtoffers van terrorisme moeten geen civielrechtelijke vordering indienen of het resultaat van de juridische / strafrechtelijke procedure afwachten (we kunnen de slachtoffers financieel helpen, zelfs als de juridische procedure niet is afgerond). Maar houd er rekening mee dat onze ‘financiële hulp’-regeling bedoeld is als een laatste redmiddel. Slachtoffers moeten dus eerst schadevergoeding zoeken via de verzekeringsmaatschappijen.
